Deputies of Agriculture rejected protocol relating to the trade agreement with Argentina-Mercosur

By three votes in favor, five against, and one abstention, the Committee on Agriculture of the House rejected the project by approving the sixty-first additional protocol to the Economic Complementation Agreement N° 35, held on the 4th of January 2018 between the States Parties of Mercosur and Chile, in Montevideo, which contains the Trade Agreement between Chile and Argentina, signed in Buenos Aires, on November 2, 2017 (bulletin 11730).

Within 20 chapters contained in the Agreement, rejected it as a claim on the part of the parliamentarians, they provide initial provisions and general definitions, as well as rules designed to facilitate trade.

In respect of the latter -as explained by the Direcon-defined disciplines that are designed to ensure that the operations of import and export between the Parties to become more rapid and efficient

At the same time, it tries to provide to the operators of foreign trade of greater certainty in the operations of cross-border trade, incorporating commitments of transparency, and to promote voluntary compliance with the customs procedures.

In that sense, this chapter incorporates provisions relating to Advance Rulings, Review and Appeal, Release of goods, Automation, Certification of origin digital, Authorized Economic Operator, Single Window for Foreign Trade, Risk Management, Acceptance of Copies, among others.

Also, it is contemplated the creation of a Committee on Msmes, composed of government representatives of the Parties, which shall be responsible for the promotion and monitoring of the activities agreed in this framework, which has as functions, among others, exchange relevant information, to implement development programs for the sector and regularly assess the progress and the functioning of the theme.

In addition, include the following aspects: sanitary and phytosanitary measures

The proposal passed now to the consideration of the board of the Chamber of Deputies, where it must choose between the decision of the Commission of Agriculture and submitted by the Committees of Foreign Affairs and of Finance, the instances that have agreed to the adoption of the agreement.
