We, Foreign Ministers of Germany, Egypt, France, Jordan, Saudi Arabia, the United Kingdom and the United States of America, issue the following statement in support of the meeting: the urgency of a constitutional commission in support of the United Nations efforts to reach a political settlement of the conflict in Syria on the basis of UN Security Council Resolution 2254.

The Syrian conflict has been dragging on for more than seven years, at the cost of hundreds of thousands of deaths and millions of people forcibly displaced as a result of the violence, both inside and outside Syria. There is an urgent need for concerted diplomatic action and an international demonstration of the political will to put an end to this conflict. There is no military solution to war or other possibility than a political solution. We assert in the strongest terms that those seeking a military solution will only succeed in increasing the risk of a dangerous escalation and an extension of the crisis that will engulf the entire region and beyond. It is therefore imperative to advance a political solution in accordance with UN Security Council Resolution 2254. To this end, we call on the United Nations and the Office of the Special Envoy for Syria to convene a commission as soon as possible. a credible and inclusive Constitutional Constitution that will initiate the drafting of a new Syrian Constitution and lay the groundwork for free and fair elections under United Nations supervision and in a climate of security and neutrality, to which all Syrians registered, including those in the diaspora, will have the right to participate. We urge the United Nations Special Envoy for Syria to report to the Security Council on the progress he has made by 31 October at the latest. Extraordinary Meeting of the Council of Ministers of July 24, 2018

The Council of Ministers met in the Government Palace in Dili and approved the Decree-Law that approves the Organic Structure of the VIII Constitutional Government.

The approved organic structure aims to encourage the improvement of the provision of services to the people and to streamline the State machine, without losing sight of the objectives of efficiency, effectiveness and accountability.

On March 9, Édouard Philippe and Nicole Belloubet, Keeper of the Seals, presented in Reims the main axes to build efficient, fast and accessible justice for all across the territory.

Launched on October 6, 2017 in Nantes by the Prime Minister and the Keeper of the Seals, Chantiers de la Justice have prepared a comprehensive reform of Justice through a broad consultation of 5 months.

The 4 components of the reform presented in Reims make it possible to tackle all the major issues of Justice:

the improvement and simplification of criminal and civil procedures, the digital transformation, the meaning and the effectiveness of the sentences, the adaptation of the judicial organization. Among the flagship measures presented by the reform, we can mention: the reduction of unnecessary delays while improving the work of the investigators, the path of the victims and the exercise of the magistrates; the trial of a departmental criminal court for the less serious crimes with the aim of relieving the courts of assize and limiting pre-trial detention; Litigation in the district and high courts will be merged, but all sites will be maintained, particularly when they are isolated. Thus the litigant will be able to seize the civil or penal justice or to inquire about its litigation on all the judicial sites. His case may be judged closer to home. All of these simplification measures aim at improving the work of the investigators, the victims' journey while taking into account the work of the magistrates.

On the basis of the restitution of the building sites, the consultation will continue with the detailed presentation of the project to the trade union organizations, before the transmission to the Council of State. The bill will then be discussed in Parliament.

Monsieur le Président de la République Keita,Monsieur le Secrétaire général adjoint,Madame la Haute Représentante,Monsieur le Commissaire Chergui,Chers collègues ministres, chers amis,Il y a quelques jours certains d’entre nous étaient présents à Bamako pour la fête nationale, qui était aussi le début du deuxième mandat du président Ibrahim Boubakar Keita, que je félicite à nouveau. J’ai eu le sentiment, et ce sentiment était partagé par plusieurs personnes avec qui j’ai pu échanger à ce moment-là, d’une atmosphère positive, une espèce de parfum positif qui régnait. Et les propos du Président Keita tout à l’heure corrobore cette impression. Certes, il y a encore beaucoup de gros défis, il y a encore beaucoup d’enjeux sécuritaires, mais il y a eu des progrès réels qui peuvent être constatés. Et puis il y a cet espèce de moment de confiance pour agir. Cette réunion rentre dans cet agenda.Je dois dire par ailleurs que la France, vous le savez, continuera inlassablement à agir pour la stabilité de la région, que ce soit dans le domaine de la sécurité, dans l’accompagnement de la stabilisation politique ou dans le développement. Je voudrais dire quelques mots sur chacun de ces trois points.D’abord sur la sécurité et le rétablissement de la paix, on sait bien que cela passe par l’action complémentaire des forces armées maliennes, de la mission de formation EUTM, de la MINUSMA, de la force conjointe du G5 Sahel et de l’opération Barkhane. Chacun, chacune dans ses missions.En ce qui concerne l’opération Barkhane, nos propres forces armées française, en pleine collaboration et coopération avec les armées nationales et la force du G5 Sahel, je pense que nous avons pu marquer au cours des derniers mois des succès incontestables et je voudrais dire ici que cette dynamique-là va se poursuivre. Mais nos efforts n’auraient pas de sens si parallèlement à cela les pays du Sahel ne mettaient pas en œuvre les moyens nécessaires pour assurer eux-mêmes leur propre sécurité.Vous avez fait un choix courageux, le seul choix qui soit d’ailleurs cohérent sur la durée, celui de l’action collective dans le cadre de la coopération régionale et de la mise en œuvre de la Force conjointe du G5 Sahel. C’est essentiel, et je me réjouis des progrès considérables accomplis car il y a un an ce concept n’existait pas sur le terrain, mon Général. Et là maintenant, la force existe. Elle n’est pas encore complètement opérationnelle en permanence et les efforts nécessaires doivent être fournis mais elle a mené des opérations. Elle est en perspective très positive, sous une réserve, c’est que tous les pays partenaires potentiels qui ont décidé, qui ont souhaité, qui ont affiché leur volonté d’aider financièrement la Force soient au rendez-vous. J’observe d’ailleurs à cet égard que ce n’est pas le cas. Sauf à souligner le fait que dans le cadre de l’Union européenne il y a eu un soutien considérable, Madame la Haute Représentante, non seulement un soutien considérable mais un soutien effectif et concret. Et donc au-delà de ce constat, je fais, comme d’autres intervenants tout à l’heure, appel à tous les partenaires à accélérer la mise en œuvre de leur soutien.Puis, je ne peux pas non plus passer sous silence l’ampleur de la mission de la MINUSMA, courageuse dans un environnement très exposé. Nous avons tout à l’heure évoqué la mémoire de ses casques bleus tombés au Mali et sa présence et son soutien sont déterminants pour la mise en œuvre de l’Accord d’Alger. Et le renouvellement de son mandat illustre l’attention du Conseil de sécurité à faire en sorte que la MINUSMA atteigne ses objectifs. Mais le dernier mandat qui a été donné est très exigeant. Ce qui m’amène aux deux autres considérations que je voudrais évoquer rapidement.Très exigeant d’abord pour la stabilisation durable du Mali. Parce que nous savons que la stabilisation du Mali ne se limite pas aux efforts militaires, ils ne porteront leurs fruits que s’ils s’accompagnent d’une stabilisation politique.Les Maliens ont voté dans le calme, nous devons le saluer. Les Maliens doivent maintenant œuvrer sans délai à l’accélération de la mise en œuvre de l’Accord de paix. Mais les propos qui ont été tenus tout à l’heure sont très engageants. Ceux que vous avez tenus Monsieur le Président Keita lors des cérémonies de la fête nationale l’étaient aussi. Ce qu’il faut souhaiter c’est que l’ensemble des acteurs parties à l’Accord de paix considèrent qu’il n’est plus possible de tergiverser, qu’il en va de leur responsabilité devant l’histoire et devant les Maliens. Et on sait que le Conseil de sécurité restera vigilant, qu’il a des instruments pour agir comme les sanctions contre les personnes faisant obstacle à la paix. Il y a un moment de confiance, il y a un moment d’opportunité. Nous avons tous la responsabilité de le saisir, à fortiori et d’abord ceux qui sont amenés à conclure le pacte pour la paix qui a été souhaité par le Conseil de sécurité.Enfin, il a été dit tout à l’heure par plusieurs intervenants qu’il ne peut y avoir de sécurité durable sans développement. Nous devons, aux côtés des pays du Sahel, remédier aux causes profondes de l’instabilité. C’est le sens de l’Alliance Sahel, dont nous avons souhaité la création l’an dernier aussi avec les principaux partenaires du développement. Cette Alliance doit permettre d’accélérer les projets dans les zones les plus vulnérables, le faire rapidement, fluidifier l’intervention, la rendre plus efficace et plus rapide. C’est aussi ce projet qui est partagé à la fois par l’Union européenne et par les Nations unies pour faire converger vers un même objectif toutes les actions de développement du Sahel. Nous aurons l’occasion, comme l’a rappelé mon collègue du Niger tout à l’heure de nous retrouver à Nouakchott en début décembre pour vraiment rendre cette dynamique-là efficace, concrète et vérifiable.Voilà ce que je voulais dire à cet égard. Nous devons maintenant profiter du moment pour rassembler nos convictions et faire qu’enfin la stabilité revienne et que ce pays retrouve son destin. Merci./.

National Plan to Combat Racism and Anti-Semitism: 21 Steps to Continue the Fight

"Our duty is to continue the fight, to continue it by adapting it". On the occasion of the Education and Action Against Racism and Anti-Semitism Week, Édouard Philippe, Prime Minister, presented on March 19 a national plan to combat racism and anti-Semitism (2018-2020) .

Presented by the Government at the end of the Interministerial Committee, the plan is organized around four fights and is divided into twenty-one measures. Focus on flagship measures.

1st fight: fighting hatred on the internetFace with the development of social networks and video sharing platforms, the plan proposes ambitious measures to modify the European and national legislation in order to stop the dissemination of hatred on the internet. At the national level, concrete solutions that comply with the legal regime applicable to digital platforms will be introduced, including: the obligation of legal representation in France, the transparency of platform moderation efforts, the simplicity of the digital illicit content and the closing of anonymous accounts which broadcast illegal content.

2nd fight: educating against racism and anti-SemitismThe School of the Republic is at the heart of the plan with its mission to educate children by giving them the means to access critical thinking. Thus, from elementary school, children must know the history and mechanisms of racism and anti-Semitism as well as those of resistance to hatred and extremism, as provided by the programs, particularly in moral and civic education. Higher education and research are also mobilized to improve knowledge and counteract racist and antisemitic phenomena.

3rd fight: protecting the citizens and supporting the victimsIn order to improve the care of the victims, a network of investigators and magistrates specifically trained in the fight against hate victims will be experienced in September 2018. From the end of this first semester , an online pre-complaint system for racist and antisemitic offenses will be operational. In addition, racism and antisemitism and discrimination referents will be designated within the departmental directorates of public security and gendarmerie groups.

4th fight: investing new fields of mobilizationTerritories, public authorities, associations, sports, media and European exchanges are all new fields that must be invested to strengthen the fight against racism, antisemitism and discrimination. The involvement of the sports movement will be at all levels (communication campaigns, educational training and citizens of top athletes …). Concerning the media and communication, the visibility of diversity will be extended. In order to combat the spread of populism and xenophobia in Europe, international and European cooperation and exchange of good practices will be strengthened.

As part of the International Day for the Elimination of Racial Discrimination celebrated every year on March 21, Education and Action Against Racism and Anti-Semitism Week is a highlight of the educational community's mobilization and all the partners of the School.
