In case of change of surname for legitimate reason , the procedure has several steps:

pre-publication in order to make your application public in two different formats, which implies publication in the Official Journal at the same time secure teleprocedure and in a local newspaper of legal announcements, the rights of publication being at your expense (fixed cost of 110 € for an announcement in the Official Journal and variable cost for the local newspapers);
request (constitution and sending of your file to the Ministry of Justice);
processing of the petition and decision of the Ministry of Justice: agreement (receipt by registered mail of a certified copy of the decree of change of name published in the Official Journal);
refusal (receipt by registered mail of the decision rejecting the application with possible appeal to the administrative court within 2 months).

To know :

At each stage of the proceedings, a third party may still oppose the name change, which can no longer be exercised when the decision authorizing the change of name has become final.

Following the request of the trade union structures, the meeting of additional negotiation on the question of the recovery of time of service of the teachers was held.

In this context, the Government announced to the trade union organizations the draft decree-law designed for this purpose which allows – for teachers of primary and secondary education whose service time count was frozen between 2011 and 2017 – to recover 2 years, 9 months and 18 days, to be passed on to the stage for which they progress from January 1, 2019.

In spite of the request for further negotiations, it was found once again that trade union structures did not submit any counter-proposal capable of reaching an agreement, as in the course of the negotiating process over the last few months.

However, even without the agreement of the trade union organizations – and without the recovery of time being part of its Program, in which only the commitment to unfreeze careers was registered – the Government will not fail to recognize, through the proposed Decree-Law to approve, the recovery of teaching time, with reference to an integrated vision of the public employment system, in a parallelism with the diversity of careers and the respective remuneration development mechanisms.

It should be recalled that in general careers a standard progression module corresponds to 10 points, which are usually obtained over 10 years, while in the teaching career the standard module is 4 years. Thus, given that the 7-year freeze corresponds to 70% of the module of a general career, 70% of 4 years in the teaching career correspond, similarly, to 2 years, 9 months and 18 days.

It should also be noted that article 18 of the LOE 2018 operated the unfreezing of all careers, and also of the teaching career. This was a commitment assumed and fulfilled, allowing already during the year 2018 the progression of about 46,000 teachers. What is now in question, in compliance with article 19 of LOE 2018 – which referred the consideration of time to process with a view to defining the deadline and the way to achieve it, taking into account the sustainability and compatibility with the available resources, as well as in accordance with the Declaration of Commitment signed on November 18, 2017 – the mitigation of the effects of freezing, in parity with the remaining careers. The President of the Republic is considering, on a proposal from the Prime Minister, to appoint Bernard DOROSZCZUK as President of the Nuclear Safety Authority.

The Prime Minister was, Thursday, September 20, the guest of the morning of France Inter. Here are, point by point, the main topics that Édouard Philippe mentioned during the show.

CSG and retirees

Tens of thousands of retirement homes are at the limit of the income threshold that triggers the full rate of CSG [€ 14,404 for a single] and make, each year, due to small variations in income, back and forth between reduced rate (3.8%) and normal rate (8.3%). These round trips exasperate the pensioners concerned.

The Prime Minister announced a few months ago that the Government would present in the Social Security Financing Bill for 2019 a measure in their favor. He specified the contours on France Inter.

Henceforth, “it will be necessary to be passed for 2 years continuously, above the threshold to be concerned by the increase of the CSG rate”. In total, between 300,000 and 350,000 retirement homes will benefit from this measure in 2019. This is an effort of 350 million euros.

The 2018 CSG will not be repaid, the new rule will have its effects on retirees who risk entering the normal rate and are not yet there.

Beyond the topic of the CSG, the Government acts and invests in policies favorable to retirees: “When we invest more than 400 million euros additional in the health system, it is not a choice that is without interest for retirees. When we embark on a reform to find long-term funding mechanisms for addiction, it is not at all an uninteresting choice for retirees. ”

Maternity leave

In terms of maternity leave, the Government will “make sure to improve the situation, including women farmers and self-employed women” and increase their rights “by increasing the minimum period of leave to 8 weeks, 2 before delivery and 6 thereafter “and” increasing to 16 weeks the total duration of entitlements “(compared to 10 weeks today).

National Education

The Government fully assumes a rebalancing from secondary to primary because it is in the primary that largely plays the future success of students. “We know that to ensure that the French population is better educated, better armed against the world that comes, we must put the package on primary school. »1,800 posts deleted in net, it is less than 0,2% of the jobs of the National Education.

In addition, teachers will be better paid. Overtime, which school heads can use more, will be exempt from employee contributions. REP + teachers will receive from this year a bonus of 1000 € net, and this premium can go up to 3000 € in 2020.

Contracts helped

Assisted contracts as they existed before have been replaced by “Career Skills Pathways”, which are more effective because they force employers to train and support beneficiaries.

The philosophy: to help people more than contracts to provide permanent access to employment at the end of the contract (until now, only a quarter of beneficiaries of subsidized contracts in the non-market sector had access to sustainable employment contract).

In 2019, there will be approximately 130,000 “Career Skills Pathways” funded, against 200,000 budgeted and 130,000 to 150,000 actually implemented in 2018.

At the same time, other levers will be activated to promote the return to employment:

3 billion euros invested in skills (PIC)
Redesign of the support of the beneficiaries of the RSA towards employment through the poverty plan (faster orientation, more adapted training and integration offers, reinforcement of integration through economic activity …).

Fuel prices

The rise in fuel prices is explained “partly because of the decisions we make, [but especially] because of changes that are absolutely not the responsibility of the Government. In 2018, “between 50 and 70% of the increase is due to changes in the price of raw materials”.

The increase in the carbon tax is an assumed choice: “We have chosen to lower the tax on labor and increase the tax on pollution”.

Purchasing power measures were also taken in favor of motorists, including the conversion premium. This bonus, of € 1,000 for taxable households and € 2,000 for non-taxable households, aims to encourage owners of vehicles that are too old, and therefore too polluting, to buy a car that is clean and uses less fuel.

Six months after its launch, nearly 150,000 bonuses were awarded, 70% of which went to non-taxable households: the solidarity ambition of the premium is fully realized.
