Ladies and Gentlemen,

I am pleased to have received today the prime minister of Norway

These sovereign wealth funds were present in Paris on the 12th of December last, to the summit of One Planet, which has been an important time of remobilization of the international community against the threat of climate change. They decided to form a working group and have taken the engagement on the 12th of December, to Paris, to establish a common framework of analysis in order to accelerate the efforts to integrate risks and opportunities related to the transition to an economy that is ” low carbon “, in the management of large portfolios of long term assets.

Because it was an emergency, everyone knows that. Climate change is not a risk for tomorrow, it is for today, and it occurs now under our eyes, its consequences are inevitable if we do nothing, it is the worsening of poverty in some States, the worsening of inequalities is the displacement of populations due to desertification, is the disappearance of island nations.

The commitment of the six sovereign wealth funds in the One Planet Summit is not trivial. These funds represent 3 000 billion, or 2% to 3% of the world market capitalization, and they are among the largest asset holders in the world. Suffice to say that they have a strong influence in the investor community, that they can have an influence also on the companies in which they invest so that they include the imperative of climate, knowing that they have a non-negligible part of the publicly listed companies in advanced economies.

Basically what its six funds, sovereign wealth funds are committed to the 12 December last, is to show that, even though it could not have escaped the person – funds the capital of which was generated by oil, we may decide to come to hydrocarbons and to invest in climate action. And these are funds that invest in the funds. And they decided to show that with the finance, we could do the good of the economy. This double transformation of showing that when we think of the future, one can precisely achieve this transformation and to put finance at the service of the common good, we can use the capital from hydrocarbons and fossil fuels to the energy transition, this is what, during these last six months, they are employed to do.

These swfs have formed a working group, and what they present to us today, it is this document, six months before the date that was initially planned. The result of their mobilization, it is a common strategy to guide investment decisions in favour of the climate. This document will be published in a few minutes on the Internet, we will be presented in a moment. It revolves around three principles : a principle of alignment, ownership, a principle of integration, and they allow it to be so, to bring all of the investors who follow them, the managers who follow them, all of the companies in which they are involved, to go to the climate change, to integrate them into their strategy planning, risk management, to integrate into the public reports, the promotion of the management of values and to integrate risks and opportunities related to climate change in the management of their investments.

The publication of this collective strategy is an important step in the acceleration of the transition to a global economy that is low carbon, because this document – in any case it is our goal – needs to become a standard. It will become the reference of its six sovereign fund in terms of investment. It will lead to weigh-in on the strategy of the Asset Managers and the companies in which they have invested. It will then serve as a reference to the financial markets which do not take sufficient account today these risks, in particular because of a lack of method, of data, of consensus.

This document creates, for the first time a consensus assumed asset holders to a new level, in the planet. Of course there will be winners and losers of these changes. Winning companies will be those who have correctly anticipated this future inevitable, low carbon and based on the energy efficiency and climate resilience.

Through this document, you send a clear message : you say you want to invest in companies that accelerate towards the transition, which accelerate towards a global economy with low emissions and which are resilient to physical risks related to climate change. You mean for entrepreneurs, asset managers, decisive choice.

I would like to thank the founding members of the working group of sovereign wealth funds, I want to acknowledge the work that you have done, the one and the other, in a spirit of solidarity, for the first time, despite geographical differences and cultural, and I encourage you to share your experience and to engage as widely as possible the financial sector in this fight.

I want to express my gratitude to prime Minister SOLBERG, I am very happy that once again, after December 12, it will be present in Paris to defend the cause of the climate for which she is highly committed and always active. We share the one and the other taste of the achievements and the concrete. And you have made glad today because you bring us concrete results. And I believe that we have the same temperament on this point, we are not very fond of heights where the declarations are not followed by effects. And so, as we were, one and the other, present the 12 December and that we are here today, we can see that with you, the effects are waiting for you.

I will be raising in New York on the 26th of September next, all public and private actors who have made commitments to One Planet Summit. We will follow up with the united Nations and the world Bank on the progress of the initiatives last December. It will of course be at the heart of this point.

I wish we could make this event, precisely, a rendez-vous point which will make the document a standard, and which will be around the six founding members to expand the list of those who will join this initiative, will comply with it. I hope that we can expand the scope, again, of this document, and I’ll see you in a year so that we can make a new step on the concrete achievements and results that we have obtained, since that’s all we need : results.

The Prime minister intervened, Friday, 20 October, in the framework of the Congress, of the departments of France in Marseille. On this occasion, Édouard Philippe stated taking into account the expectations of departments in the territorial policy of the Government.

The territorial policy of the Government intends to focus on the freedom and the dialogue rather than the uniformity and obligation. Funding of the RSA and the social expenditures of the departments

The social spending departments represent 2/3 of their operating expenses. The only benefits individual solidarity (RSA, disability compensation, Allocation personnalisée autonomy) account for half of those social expenditures. This weighs heavily on the budgets of the departments, some of whom have to face a situation worse.

The Prime minister has heard the request of the departments. To cope with the emergency, the Government is working to “put in place a mechanism for the emergency fund in the finance law amendment for 2017”. In the medium term, “the system of control and funding of our allowance of individual solidarity needs to be revisited”. Driving this thinking is one of the tasks assigned by the Prime minister at the mission preparatory to the Covenant financial State-territorial communities, installed last week. In terms of timing, the goal is to be able to “achieve reform proposals in the framework of the project finance law to 2019″.

Reception of unaccompanied minors

The Prime minister has confirmed that “the State assume the assessment and the emergency accommodation of persons reporting minor until their minority to be confirmed”, because “it is the role of the State to receive it worthily a foreign person on our territory, to ensure the protection corresponding to its status, to ensure that the titles they present are authentic, to determine its age”.

The draft finance law for 2018 “includes additional appropriations to accompany the increase in the number of minors involved and take charge, on an exceptional basis, a portion of the costs of the child welfare related to the increase in the number of unaccompanied minors accommodated in the departments this year.” 132 million euros are planned.

For the future, a mission to the joint State-departments will be charged to do by the end of the year proposals to put in place arrangements to host, and a process-specific support.

Covenant financial State-communities

In the effort to reduce public expenditure, to which the community should contribute, the Government has made the choice of the contract and the accountability. The overall allocation of operating is not going to decrease in 2018. The Government asks in return for the communities to control their operating expenses, taking into account the specificities of the territories.

Housing

The Government is committed to lead in 2018 a structural reform of the PLA is to lower rents. “This reform is the fact that rents, even in social housing, are not adequate to accommodate the households with lower resources, and that this higher level leads to a level of expenditure on the APL that is no longer bearable”.

The effort will be concentrated in social housing, because the State provides the funding and therefore of the levers of action. The decrease of the APL will be neutral for tenants of social housing. The dialogue is ongoing between the State and donors, which will be granted financing facilities to accompany this mutation.

Grand Paris

It must be a new project and a renewed institutional framework for the Grand Paris. A regional Conference of Grand Paris will meet soon with the President of the Republic. The Prefect of the Region Ile-de-France is in charge of a “mission of identification and expertise of the different scenarios of institutional change possible. (…) everything is on the table”.

Mr. President.

Dear President, thank you very much for your hospitality, our exchange, our conversation and first I want to tell you how happy I am, personally, to return to Abuja. I lived there for several months, there was a little more than fifteen years and it is a pleasure to return to this country, which was very important to me and learned a lot of Africa.

Happy also because Nigeria is a large African country, a major emerging country and in the whole ECOWAS region, it is in fact the country structuring by demographics as by the economic weight that it represents, but also its cultural significance and the weight of Nollywood, film industry, your literature.

It is also, to my eyes, an important country given the vitality and credibility of democracy in nigeria. I say at the dawn of a new important election year for Nigeria. The world will have next year eyes on your country. The transition to 2015 had been exemplary and the peaceful nature and transparency of the upcoming election will be, also, crucial.

President BUHARI has said, we first talked, obviously, of security and of the security challenge that Nigeria, particularly in the North and North-East, is confronted, with the presence of Boko Haram and the fight against terrorism active and courageous that Nigeria has with its partners in Niger, Chad and Cameroon against this scourge.

Our cooperation in this area has increased significantly. We support the army of nigeria and its partners in the Lake Chad basin, notably in terms of intelligence and we call on the four countries concerned to go further in the effort of defense and stabilisation in this region.

I said to the President, the support of France is over. We will not hesitate, on all the manoeuvres where we are called to lend our support. We hope that the coordination with the G5 Sahel to be strengthened. We have also decided to invest in the area of stabilization in the region, to support, as we do in the G5 Sahel, the fight against terrorism efforts of stabilization.

In this respect, the French development Agency has significantly increased its engagement in Nigeria, and we come today to sign two important agreements : one of 75 million dollars for a project of water management in the city of Kano and a letter of intent on an urban transport project of us $ 200 million in Lagos.

We will also be launching tomorrow a funding program through the private sector, energy efficiency projects and renewable energy.

But my will and the heart of this visit, both today in Abuja, this evening and tomorrow in Lagos, it is to expand the partnership between our two countries. It is to expand on the topics of cultural, sporting and economic.

Tonight, I’ll be – I said to the Chairman at the Shrine in Lagos, with the will to announce the launch of the cultural Season Africa, that we are going to organize in 2020 in France. With also a willingness to recognize and give to see the vitality of the cultural scene in africa. Nigeria is – oh how – a showcase of advanced it. This cultural agenda will be complemented by a sports agenda, we will take an initiative launched a few months ago in Paris, in the presence of the President WEAH, in connection with the NBA, which will allow it to install a partnership sport. I strongly believe in the development of the sport across Africa.

Also the strengthening of our economic ties. France in fact is not enough, it is through a few large companies, across traditional sectors. But I hope that we can develop an ecosystem that is much more alive, strong and in a much more powerful economically, between our two countries.

The beautiful project that we have signed, that In Vivo has signed at the moment is an example, which will help combat deforestation and meet some of the challenges nigerians.

We will launch tomorrow an economic forum franco-nigerian that will bring together women and men of business, and other. I hope that with the President, BUHARI, we can institutionalize this format, to accompany these initiatives and develop more than we do today, the economic links between our two countries.

Finally, we’ll have tomorrow to inaugurate also the new Alliance française in Lagos, which will be the backbone of this presence, both cultural and economic of France.

This is the meaning of this visit : recall our commitment to the safe plan, but also give the bilateral relationship a new dimension-cultural, economic, sports, mobility and want to see in Nigeria is a big emerging power and a country which plays, of course, the fate of nearly 200 million Africans, but also the fate of an entire region. It is for this reason that I hope that France will be by your side even more invested.
