In case of change of surname for legitimate reason , the procedure has several steps:

pre-publication in order to make your application public in two different formats, which implies publication in the Official Journal at the same time secure teleprocedure and in a local newspaper of legal announcements, the rights of publication being at your expense (fixed cost of 110 € for an announcement in the Official Journal and variable cost for the local newspapers);
request (constitution and sending of your file to the Ministry of Justice);
processing of the petition and decision of the Ministry of Justice: agreement (receipt by registered mail of a certified copy of the decree of change of name published in the Official Journal);
refusal (receipt by registered mail of the decision rejecting the application with possible appeal to the administrative court within 2 months).

At each stage of the proceedings, a third party may still oppose the name change, which can no longer be exercised when the decision authorizing the change of name has become final.
