French learning
Doubling the volume of language courses in 2019, from 200 to 400 hours maximum in the general case, in order to get closer to the best standards (German, Norwegian). 600 hours of classes for people who can not read or write (about 3,500 people involved). Improved training, with smaller, more homogeneous classes and more modern teaching tools. Development of a childcare offer to make it easier for young parents to attend classes. A1 certification at the end of the training for those who have reached this level, to help them in their job search.
Civic training
Reform of the civic training of the Republican Integration Contract (CIR) that newcomers obtaining a residence permit take: – doubling the duration (from 12 to 24 hours) – spreading over several sessions, instead of concentrating everything at the beginning of the journey, when the people concerned still have a poor command of French – refocusing content on the heart of the Republican pact: Republic values, secularism, equality between women and men – more adapted training courses, with external speakers and visits. Doubling of workshops for parents at school as part of the "Open the school to parents for children success" (10,000 parents beneficiaries in 2019). Extension of the scholarship on social criteria to young people benefiting from subsidiary protection. Attribution of a "culture pass" of 500 € to young foreigners in a regular situation.
Access to employment
Mobilization of business networks to facilitate the matching of jobseekers and offers tailored to their talents and skills. Professional language training adapted to the sectors of activity and the economic fabric of each region. Recognition of the qualifications of newcomers: 1000 courses of validation of acquired experience (VAE) will be funded to obtain a professional title. Reduction from 9 to 6 months of the period in which asylum seekers can access the labor market. Creation of specific courses corresponding to the needs of young newcomers, in the form of a linguistic and socio-professional lock for a period of 3 to 6 months (experimentation with 3000 young people from 2018, target 5000 young people in 2019). Improved access to bank accounts.
Integration of refugees
Enhanced social and administrative support from 2019, to help newcomers in their efforts (health, social rights, training, etc.) during the first months after obtaining the status. Tripling the HOPE program (Accommodation, orientation, career path to employment), which offers 8 months of language training and apprenticeship in sectors in tension such as construction. Mobilize 20,000 housing units for refugees by the end of the year, and set up special shelters for vulnerable women. Facilitated management of post-traumatic syndromes. Launch of a national civic service campaign for refugees. Opening of a "humanitarian corridor" to welcome 100 women from Iraq's religious minorities over a two-year period.
