Renovation of our social model: reform of apprenticeship, vocational training and unemployment insurance

On 25 October, the Prime Minister presented the roadmap for the transformation of apprenticeships, vocational training and unemployment insurance, alongside the Minister of Labor, Muriel Pénicaud, and the Minister of Labor. National Education, Jean-Michel Blanquer.
The Prime Minister has given the roadmap for reforms of apprenticeship, vocational training and unemployment insurance, after that of the labor code was made. Together, these three reforms constitute "Act II" of the major renovation project of the social model initiated at least in June. ordinances on the labor code were the first step. The goal is to introduce a bill by spring 2018, for adoption by Parliament by the end of next summer.
Reform of learning
Objectives: to increase the transparency and attractiveness of the apprenticeship system, by making apprenticeship opportunities better known in terms of integration into employment; putting business at the heart of the system by redesigning rules to offer more learning opportunities; reforming the apprenticeship tax and apprenticeship aids to adapt training to the short and medium-term needs of companies. Timetable of the reform: Working groups involving all the stakeholders (social partners, chambers of commerce, regions) will be set up by the Ministers of Labor and National Education at the beginning of November 2017. They will have to know their proposals by the end of January 2018.
Reform of vocational training
Objectives: to structure the vocational training market with a real transparency of the information on job opportunities and the reinforcement of the quality of the training provided; provide all the assets with the ability to train, in a qualifying and autonomous way; enable better support for employees who need it in developing their career plans; Pay particular attention to jobseekers, employees of very small and medium-sized enterprises and SMEs and less qualified workers. An unprecedented effort on jobseeker training will be initiated with the Skills Investment Plan. Timetable of the reform: working groups involving all the stakeholders (social partners, chambers of commerce, regions) will be set up by the Ministers of Labor and National Education at the beginning of November 2017. Unemployment insurance reform
Objectives: to make the unemployment insurance system evolve into a protection regime that supports job mobility; extend unemployment insurance to the self-employed and, subject to conditions, to the resigning ones; have a funding and control system that encourages both employers and jobseekers to behave responsibly. Schedule of the reform: work will begin in the second half of November. A multilateral meeting of all the social partners will be organized.
