Extraordinary Meeting of the Council of Ministers of July 24, 2018
The Council of Ministers met in the Government Palace in Dili and approved the Decree-Law that approves the Organic Structure of the VIII Constitutional Government.
The approved organic structure aims to encourage the improvement of the provision of services to the people and to streamline the State machine, without losing sight of the objectives of efficiency, effectiveness and accountability.
The Government is made up of the Prime Minister, the Minister of State, the Coordinating Minister, the Ministers, Vice Ministers and Secretaries of State, with the following structure:
a) Minister of State of the Presidency of the Council of Ministers b) Minister of Economic Affairs c) Minister of Legislative Reform and Parliamentary Affairs d) Minister of Finance e) Minister of Foreign Affairs and Cooperation f) Minister of Justice (g) Minister of State Administration, (h) Minister of Health, (i) Minister for Education, Youth and Sport, (j) Minister for Higher Education, Science and Culture, (k) Minister for Social Solidarity and Inclusion; National Liberation Combatants Affairs m) Minister of Planning and Strategic Investment n) Minister of Public Works o Minister of Transport and Communications p Minister of Tourism, Trade and Industry q Minister of Agriculture and Fisheries Minister of Defense, Minister of the Interior, Minister of Petroleum and Mineral Resources,
Some Ministers are assisted, in the exercise of their functions, by Vice Ministers and Secretaries of State:
(a) The Coordinating Minister for Economic Affairs shall be assisted by the Secretary of State for Vocational Training and Employment, the Secretary of State for the Development of the Cooperative Sector and the Secretary of State for the Environment;
b) The Minister of Legislative Reform and Parliamentary Affairs is assisted by the Secretary of State for Social Communication;
c) The Minister of Finance is assisted by the Deputy Minister of Finance;
(d) The Minister for Foreign Affairs and Cooperation shall be assisted by the Deputy Minister for Foreign Affairs and Cooperation;
e) The Minister of Justice is assisted by the Deputy Minister of Justice and the Secretary of State for Land and Property;
f) The Minister of State Administration is assisted by the Deputy Minister of State Administration;
g) The Minister of Health is assisted by the Deputy Minister for Primary Health Care and the Deputy Minister for Strategic Health Development;
h) The Minister of Education, Youth and Sport is assisted by the Deputy Minister of Education, Youth and Sport and the Secretary of State for Youth and Sport;
i) The Minister of Higher Education, Science and Culture is assisted by the Secretary of State for Arts and Culture;
j) The Minister of Social Solidarity is assisted by the Deputy Minister of Social Solidarity;
(k) The Minister for National Liberation Combatants Affairs is assisted by the Secretary of State for National Liberation Combatants Affairs;
l) The Minister of Public Works is assisted by the Deputy Minister of Public Works;
m) The Minister of Tourism, Commerce and Industry is assisted by the Deputy Minister of Tourism, Trade and Industry;
n) The Minister of Agriculture and Fisheries shall be assisted by the Secretary of State for Fisheries;
o) The Minister of the Interior is assisted by the Secretary of State for Civil Protection;
The Secretary of State for Equality and Inclusion reports directly to the Prime Minister. END
