The COSCEN (Orientation Council for the follow-up of the consequences of the nuclear tests) met, Tuesday afternoon, for the second time under the presidency of Edouard Fritch. A year had elapsed since its last meeting and it was necessary to take stock of the various topics relating to the nuclear fact.

COSCEN is an internal commission of the country. Composed of twenty members, it is chaired by the President of the country with the Vice President, in charge of the Economy, the Minister in charge of Health and the Minister in charge of the Environment, the President. of the Assembly of French Polynesia, three representatives each appointed by their political group, two representatives of the CESC (Economic, Social and Cultural Council) appointed by that institution, all the parliamentarians, senators and deputies of Polynesia, the Federation of Associations for the Protection of the environment, the "Moruroa e Tatou", "Tamarii Moruroa" and "193" associations, and a personality appointed by the President of the country.

This Council, set up since 2005, following the recommendations of the commission of inquiry of the Assembly of French Polynesia on "Polynesians and Nuclear Tests", is responsible for making any proposal to the government to evaluate the health and environmental impact of nuclear tests in French Polynesia.

In its meeting on Tuesday afternoon, the COSCEN was informed of the progress of the Nuclear Test Memory Center project, which is now entering the feasibility study and programming phase. Regarding the transmission to new generations, Council members were able to see the commitment of the ministry in charge of education and its services to improve programs and tools and to vary approaches so that students can better understand nuclear issues in French Polynesia. Questions relating to the application of the Morin Act and to compensation for victims were also discussed.

On the latter theme, the COSCEN participants were able to start discussions with Senator Lana Tetuanui, herself a member of the COSCEN, but also chair of the joint committee provided for in Article 113 of the "EROM" law. removed the notion of negligible risk contained in the Morin Act. This "EROM-113" commission, half of which is composed of parliamentarians and half of whom are qualified persons designated by the central government, is responsible for proposing to the latter "measures to reserve compensation for persons whose illness is caused by nuclear tests. . "

This extra-parliamentary commission "EROM-113" organized a trip to Polynesia from September 26 to October 4, 2018. The three Polynesian parliamentarians who sit on it, deputies Nicole Sanquer and Moetai Brotherson and Senator Lana Tetuanui, already on site, will be joined by six other members out of the twelve members of the committee. On the program are scheduled various meetings in Papeete and a trip to Moruroa, Rikitea and Tureia.
