  • Lula challenges Bolsonaro to disclose accounts and seeks candidacy annulment

  • Milei calls Lula leftist thief days before Brazil runoff

“(Donald) Trump is Trump. Even with friends,” a career diplomat reflected on Monday night, when it became known that the U.S. government had requested, through its diplomatic representatives, dissolve the Special Committee on Decolonization of the United Nations (UN), which since 1965 has urged the United Kingdom to sit down with Argentina to negotiate a resolution on the sovereignty of the Falkland Islands.

The Foreign Ministry made no public comment on the request, which is consistent with Trump’s low regard for the United Nations (a sentiment shared by President Javier Milei) and which argued that the committee “has ceased to fulfill its original purpose.” Yesterday, at the weekly press briefing at the Casa Rosada, spokesperson Adrián Ravier said that the U.S. position “is under review today to make a final decision,” and added that the foreign minister, Pablo Quirno, who is accompanying the President on his current tour of Spain, would “likely” address the matter. The question made Ravier uncomfortable, and he could not specify what exactly “is under review.”

  • Argentine mother stranded with daughter amid violent riots in Albania

An Argentine woman was left stranded with her 9-year-old daughter in Albania, a country that has experienced eight days of anti-government protests that left at least 194 people detained. Agustina Vistalli has a kidney infection and is trying to return to Argentina because authorities in Albania refuse to operate on her, saying she is a tourist.

Student demonstrations have joined a broader movement against Prime Minister Edi Rama’s government, which began in opposition to a luxury tourism project linked to Jared Kushner, the son-in-law of U.S. President Donald Trump, and his wife, Ivanka.

Vistalli, 47, moved to Albania three months ago with Shakti, her nine-year-old daughter, seeking a better life. She holds a degree in Political Science and International Relations and lost her job in Argentina after 20 years. She relocated after being contacted by an Argentine recruiter who recommended the position. “He lives in Dubai. He offered me a job as a hotel manager with a salary plus commissions. They told me I would earn 5,000 euros,” she told LN+.

But things did not turn out as promised. Vistalli was told she would live in Durrës, where there was a school her daughter could attend and a private home for them. Instead, upon arrival she was informed they would move to another town without a school and to shared housing already occupied by local residents and people from the Philippines. “I believed the conditions and took the chance for a better quality of life. We are trapped in this mess,” she said.

Vistalli has pyelonephritis: “It’s a kidney infection. I have a five-millimeter stone. I spent five hours doubled over with colic in an emergency room and begged them for a painkiller, and they said, ‘No, you’re a tourist.’”

The woman is staying 35 minutes from Tirana, the Albanian capital, and traveled there risking her and her daughter’s safety to try to get medical attention. “My health is very serious. We are at risk. When we went to a hospital there, we were caught in a shootout between police and students in the main Skanderbeg square. By chance nothing happened to us. We had to run away while I was having kidney pains,” she lamented.

She said her employer had promised a return ticket to Argentina. “Now they don’t want to honor it. I only had a ticket to come here and I will probably need surgery to remove the stone. I’ve been in pain for 20 days,” she explained. Vistalli works seven days a week for about ten hours a day, sometimes with fever and taking medication for her condition.

“We are under great distress. I’m here with my 9-year-old daughter, both of us alone, going through a very difficult situation. When I try to go to Tirana for treatment they tell me I can’t because everything is in crisis. They are killing each other,” she added.

Vistalli contacted the Argentine consulate, but they told her there is no repatriation available at the moment: “They told me they cannot be repatriating people right now and referred me to the International Organization for Migration. They treated me very kindly and are trying to see how to help, but they also cannot guarantee they will pay for my return home.”

She also said her family cannot help: her father and her aunts have retinitis pigmentosa and cannot see. At the same time, her mother is undergoing lung cancer treatment and was recently operated on. “I can’t stand the violence any longer. All I want is to return home,” she concluded.

  • Teen cleared after Santa Fe school shooting that killed classmate

SANTA FE — The provincial court has dismissed the case against Gino C., the 15‐year‐old who on March 30 fired indiscriminately with his grandfather’s shotgun inside School No. 40 in the town of San Cristóbal and caused the death of 13‐year‐old Ian Cabrera, a classmate, and injuries to six other students.

The decision is based on the fact that at the time of the fatal shooting the age of criminal responsibility was 16; the new juvenile criminal regime that set the limit at 14 began to apply on September 5. Consequently, he was declared not criminally responsible.

Meanwhile, the boy remains housed in a special assistance center for minors in the city of Santa Fe and a possible “progressive and controlled release” is being evaluated, although that will depend on specific reports from the specialists treating him.

Ian, the boy killed at School No. 40 “Mariano Moreno” in San Cristóbal, Santa FeInstagram

The finding of non‐criminal responsibility closes the criminal case against the minor, but it does not end the legal debate: Ian Cabrera’s family announced they will file civil suits against Gino C.’s parents and grandfather, the school, and the provincial government.

On March 30, at 7:10 a.m., Gino C. entered Mariano Moreno School —where he was in the third year of secondary school— assembled the 12/70 shotgun he had brought in a case (which he had previously taken from his grandfather’s wardrobe), and, upon leaving the restroom area, fired at students arriving for first period.

The first shot took the life of 13‐year‐old Ian Cabrera. As he tried to reload —and amid the panic of students and teachers fleeing— a school attendant threw himself on the shooter and subdued him.

Moment when the adolescent enters the school in San Cristóbal and begins the shooting (Source: Video capture)

The subsequent investigation found that Gino C. had planned the attack. For some time he had been active in the darker corners of the True Crime Community, a global network of young people who glorify mass shootings and school massacres, and influenced by “incel” culture —“involuntary celibates”: young heterosexual men who harbor misogyny and resentment toward men in happy romantic relationships.

Criminal judge José Boaglio ordered the dismissal of charges following a defense motion by Mariana Oroño and Federico Kiener, who requested that he be removed from the criminal process because, given his age at the time of the act, he could not receive a criminal sentence.

The deadly shooting took place at School No. 40 in the town of San Cristóbal, Santa FeMarcelo Manera

The judge granted the motion and ordered the dismissal, clarifying that “the ruling does not imply that the young person’s participation in the attack has been denied, but that he cannot be criminally convicted for the act due to his age and the legal regime applicable when it occurred.”

However, although the criminal process was closed, the court ordered that protective, monitoring, and control measures remain in force under the responsibility of child welfare agencies and the Family Court.

In statements to LA NACION, lawyer Oroño was emphatic in saying that, despite the recent judicial ruling, “in practice nothing has changed.”

This means Gino remains under supervised release and is reportedly completing what is called an “adaptation period,” housed with two other adolescents and periodically evaluated by psychiatrists, in addition to receiving ongoing psychological follow‐up.

    Actions by the plaintiff

The declaration of non‐criminal responsibility prompted a swift response from the family of Ian Cabrera, the victim who died in the shooting seven months ago. Their legal representative, Luis Hilbert, announced he will file civil claims against the attacker’s parents, Gino C., his grandfather, the school, and the provincial government.

“The attacker entered [the school] with a shotgun and began firing; this is an extremely serious incident and must be treated with the utmost responsibility. The school is responsible, because if you send a child to school they should return the child in perfect condition. Something failed there,” Hilbert told LA NACION.

Ian, the boy killed at School No. 40 “Mariano Moreno” in San Cristóbal, Santa FeInstagram

Detailing the claims to be filed, he said they will be “against Gino’s mother, against his father and against his grandfather, because the grandfather was the keeper of the shotgun.” He added: “If I own a gun, I must keep it secured, I cannot leave it in plain sight so that a child can take it and later use it. For that reason I believe the grandfather is also responsible.”

In the same vein, he said actions will also target the school, since it is public and there are numerous rulings that establish such liability. He expanded: “If you send a child to school, you trust the child will be safe there, that no one will enter with a shotgun and that they will return healthy and unharmed. That leads me to take action against the Ministry of Education and, of course, against the province of Santa Fe.”

Hilbert noted that his decision, on behalf of the victim, was accepted as valid by the authorities of the Santa Fe government.

This morning a boy arrived at Mariano Moreno school armed with a shotgun and shot several classmates in the town of San Cristóbal, north of Santa Fe; there is one fatality and some injured. That night students, parents and neighbors lit candles in tribute to the killed boyMarcelo Manera – LA NACION

    Lasting effects

The San Cristóbal case shocked Santa Fe and the country, and reopened debate over juvenile criminal responsibility, violence prevention and protection mechanisms within educational institutions.

At the time, the new juvenile criminal regime that lowered the age of criminal responsibility to 14 was not yet in force. As a result, a sense of impunity circulated and, in the very short term, there was a copycat effect with the proliferation of threats of shootings across the country; the vast majority were false alarms or “bad jokes” that, at least in the case of Santa Fe, led authorities to fine the parents of those who made the threats to cover the costs of the operations deployed to verify them.

Ian, the boy killed at School No. 40 “Mariano Moreno” in San Cristóbal, Santa FeInstagram

The attack at the San Cristóbal school marked a turning point for the educational community and raised concerns about school safety.

The case exposed a problem that goes beyond the school setting, involving the circulation of violent content online, the radicalization of adolescents and the difficulties in detecting and preventing risky behaviors.

  • Brazil 2026 elections: Miami runoff and US nonvoter fine

The second round of Brazil’s elections will take place on Sunday, October 25. Brazilian citizens eligible to vote in the United States, including the community in Miami, may participate. Those who do not go to the polls must justify their absence or face a fine, according to the Brazilian Electoral Court.

Runoff: Bolsonaro and Lula da Silva compete for Brazil’s presidency

Next Sunday the final electoral stage will determine who will be Brazil’s next president, in a contest between Flávio Bolsonaro of the Liberal Party (PL) and Luiz Inácio Lula da Silva of the Workers’ Party (PT).

The runoff was required because, under the article 77 of the Brazilian Constitution, no candidate obtained more than 50% of valid votes in the October 4 election. According to the results published by the Superior Electoral Court (TSE), Bolsonaro received 47.03% of the vote and Lula 45.16%.

When is the 2026 Brazil runoff in Miami?

According to the TSE, Brazilian citizens registered abroad may vote only for president and vice president.

For this election, 918,876 Brazilians are eligible to vote outside the country, representing a little more than 0.5% of the national register of approximately 158.7 million voters.

Polling stations are located in 186 cities abroad and operate mainly in Brazilian consulates and embassies, although they can also be set up in schools, hotels and other venues.

Flávio Bolsonaro of the Liberal Party (PL) and Luiz Inácio Lula da Silva of the Workers’ Party (PT) will contest Brazil’s presidency. Photomontage created with AI (Government of Brazil)

Where to vote in Miami in Brazil’s runoff

Eligible Brazilians may vote at Miami Dade College, Kendall campus, located at 11011 SW 104th St, Miami, FL 33176. Voting hours are scheduled from 8 a.m. to 5 p.m. (local time).

Voters can check their polling place using the e-Título app under “Onde votar” or via the Brazilian Electoral Court’s electronic services. To consult their location they should use their CPF or voter registration number, date of birth and mother’s name. On election day they must present an official photo ID.

Fine for not voting in Brazil from the United States

The fine for not voting or failing to justify an absence is up to 3.51 Brazilian reais per round, according to article 94 of Resolution No. 23,759, of March 2.

The penalty applies to each electoral day on which the voter did not participate and did not present a valid justification.

The regulation also allows the electoral judge to consider the voter’s economic situation when determining the penalty. Those who demonstrate poverty may request exemption from payment.

To regularize an outstanding electoral debt, citizens can obtain the Union Collection Guide (GRU) through the Autoatendimento Eleitoral service or at an electoral office.

Until when can absence be justified for Brazil’s runoff?

The TSE sets a 60-day period after each electoral round to submit a justification for not having voted. The deadlines for the 2026 elections are:

December 3: last day to justify absence for the first round held on October 4.
January 8, 2027: deadline to justify absence for the second round of October 25.

The request can be made via the e-Título app or the Autoatendimento Eleitoral – Título Net service on the electoral authority’s portal. In both cases, the voter must select the option to justify their absence.

It is also possible to submit the Requerimento de Justificação Eleitoral (RJE) in person at an electoral office, accompanied by documents that support the reason for the absence.

An electoral judge will review the request. If accepted, the justification will be recorded on the voter registration. If rejected, the fine must be paid.

What happens if the fine for not voting in Brazil is not paid?

Brazilian electoral law provides that absence from three consecutive elections, without presenting justifications or paying the corresponding fines, can lead to cancellation of the voter registration card.

A total of 918,876 Brazilian citizens are eligible to vote from abroad in the 2026 elections. Photomontage created with AI (Government of Brazil)

Resolution No. 23,759 also includes administrative restrictions for citizens who have outstanding obligations with the Electoral Court. These include:

Restrictions on obtaining certain identification documents
Participation in public service entrance exams
    Access to certain official procedures
Requesting the certificate of electoral regularity

For Brazilians residing abroad, the regulation provides an exception related to the issuance of a new passport for identification and return to Brazil.

The restrictions do not apply in the same way to those with optional voting, to people with certain disabilities that make voting difficult, or to those whose political rights are suspended.

  • Chefs agree baking soda makes potatoes crispy

Potatoes are a fundamental pillar of cuisine throughout Latin America. This tuber, central to countless recipes, presents technical challenges when trying to achieve a perfect texture at home. Many cooking enthusiasts attempt to replicate restaurant results, where they are known for their crispy exterior and tender interior. The secret appears to lie in an everyday ingredient chefs began using successfully during the 2020 lockdown: baking soda.

American cook J. Kenji López-Alt, a leading figure in culinary experimentation, promoted this technique after studying British cooking practices. The British often boil potatoes with rendered fat so a layer of starch forms that browns and crisps when exposed to oven heat.

Las roast potatoes became popular in pubs, ideal to pair with beer ZAK CHAPMAN – (Source: Pexels)

López-Alt substituted the fat with baking soda after identifying a key chemical reaction. As he explained on the Serious Eats site, this solid compound breaks down pectin, the cellular “glue” that holds vegetables together. By disrupting that structure during the boil, the chef prevented the pieces from falling apart prematurely while encouraging the formation of a starchy paste.

The key to the method lies in manipulating the pH of the cooking water. The chef argues that the process depends on an exact alkaline balance. “The lower the pH, that is, the more acidic it is, the less it will break down. Conversely, the higher the pH, that is, the more alkaline it is, the faster it will break down,” the chef detailed in his technical analysis.

Based on this evidence, the cook recommends adding just one tablespoon of baking soda to the water. The reaction creates an environment that accelerates surface breakdown of the tuber, forming the thin layer needed to achieve the desired crispness in the oven.

However, the technique requires precision. The chef warned that how the vegetables are cut is crucial to the recipe’s success. The pieces need to remain large and consistent in size.

If the pieces vary too much in dimension, the effect of the alkaline water can become counterproductive and compromise the integrity of the preparation. The expert’s basic premise is simple: “Alkaline water helps the outside of the potatoes break down more, creating a greater amount of the starchy paste that results in an extra-crispy exterior.”

The key to getting crispy potatoes is parboiling them by adding a tablespoon of baking soda to the water (Source: Pexels)

This discovery, supported by food science, changed how cooks approach the most popular pub side dish. By combining the parboil with baking soda and a blast of oven heat, it achieves a texture that once seemed exclusive to professionals. The technique is simple, inexpensive, and effective for anyone looking to improve home cooking results by changing one fundamental aspect of traditional cooking.

Step-by-step method to achieve roast potatoes:

Cut the potato into pieces of equal size.
Start them in cold water so heat enters gradually to the center of the tuber, and at the same time add one tablespoon of baking soda to the water.
A suggested ratio is one tablespoon of baking soda per two liters of water.
Bring the water to a boil and let it boil for five minutes.
Remove from heat, drain, and place the potatoes in an ovenproof dish.
Roast in the oven at 200 °C (392 °F) for at least 20 minutes.
Remove and carefully turn the pieces so the sides that are not yet browned are exposed. Then return to the oven for another 20 minutes or until fully golden.
    Remove and season to taste.

  • Charges dropped for teen in Santa Fe school shooting

Algo falló”, dijo Hilbert a LA NACION.

  • Brazil 2026 elections: Miami runoff and US nonvoter fine
