In the light of the conclusions of the last European Council meeting of 28-29 June on migration,

BEARING IN MIND that migration and asylum constitute one of the most important challenges facing Europe today and a challenge requiring a comprehensive and multilateral approach;

CONSCIOUS of the serious humanitarian crisis in the Mediterranean as a result of large, albeit globally decreasing, arrivals of people in precarious and precarious conditions;

CONCERNED in particular for the significant increase of arrivals in Europe by the western Mediterranean route in 2017 and 2018;

NOTING that France and Spain share a common vision and view cooperation between their two countries and with other European Union Member States and their southern neighbors as a prerequisite for building a migration model based on solidarity and respect for human rights;

STRESSING the urgency of setting up a precise framework within the European Union to respond to the migration challenge on the basis of genuine European solidarity, accompanied by concrete and practical arrangements, the only way to deal effectively and humanely with the tragedy which we are witnessing in the Mediterranean Sea;

DECLARE AS FOLLOWS:

They share the same strategy to deal with the arrival of refugees and migrants in Europe with humanity and efficiency.

They express their desire to continue their co-ordinated co-operation in following up the conclusions of the European Council of 28-29 June, in order to implement these conclusions quickly and effectively.

They will work to finalize as soon as possible the revision of the asylum package (notably the Dublin Regulation) and the Frontex reform, and to launch without delay the revision of the Returns Directive on the basis of Commission proposals.

They support the reinforcement of Frontex and, consequently, the external protection of the European Union and the Schengen area. The provision of additional human, material and legal resources, the protection of borders and the facilitation of the return of migrants who are not entitled to asylum constitute an indispensable response to the current situation.

They are both convinced that in order to provide a solution to the immediate challenge of welcoming people rescued at sea by vessels other than those of the Coast Guard or those of the southern Mediterranean countries, it is necessary to promote the implementation of in place of an organized approach, designed to manage, after landings that must take place in accordance with international law, the treatment of irregular economic migrants on the one hand and those in need of protection from somewhere else. In this regard, France and Spain declare their support for the efforts of the European Commission to develop, in collaboration with IOM and UNHCR, new instruments, in particular "controlled centers" and "landing platforms". . These centers will strengthen European solidarity with the countries of first reception without prejudice to their responsibility under the Dublin Regulation.

They stress the importance of giving priority to the reception and treatment of migrants in Europe while respecting the principles of responsibility and solidarity. In this area, they highlight the specific case of Aquarius, which allowed the French Office for the Protection of Refugees and Stateless Persons (OFPRA) to work alongside the Spanish authorities as an example of European solidarity. In the short term, we suggest a temporary mechanism inspired by the ad hoc procedure for voluntary cooperation between Member States implemented to accommodate migrants disembarked from the Lifeline boat.

They are willing to strengthen their support and cooperation with countries of origin, transit and destination, including Morocco. We want to achieve a very high level of cooperation with African countries, be it countries of origin or transit. This cooperation must include measures relating to economic development, common security and the fight against trafficking in human beings, in the image of effective action in the Sahel region.

We consider that the means deployed so far, through the EU Emergency Trust Fund, the European Neighborhood Instrument, the European Development Fund, the Sahel Alliance and the Bilateral development assistance should be extended, in a bilateral and European framework, in order to respond in a timely manner to the needs expressed by the affected countries, taking into account the overall contribution of each Member State.

They intend to hold, in conjunction with IOM and UNHCR, a regional meeting in Spain of ministers responsible for migration issues. This meeting will enable European countries and several countries in the Sahel and / or West Africa to analyze migration flows in African countries and to explore possible joint initiatives.

The President of the French Republic, Emmanuel Macron, and the President of the Government of the Kingdom of Spain, Pedro Sánchez, share a common vision of the Economic and Monetary Union, which is much more than a single currency: it is the stone the cornerstone of a political project that aims to bring its Member States closer together, from a political and social perspective, by converging the participating economies towards a higher standard of living. In the short term, existing precautionary instruments need to be revised to ensure that the European Financial Stability Mechanism is ready to respond promptly when needed to meet liquidity needs, with deployment mechanisms based on ex ante conditionality.

Establish a central budget for the euro area to promote competitiveness, convergence and stabilization by 2021 with full democratic accountability. Decisions on its financing will have to take into account the next multiannual financial framework, and this funding could come from national contributions, the allocation of tax revenues, new European resources and amounts equivalent to the profits of the European Central Bank. In addition, an unemployment insurance fund could play a stabilizing role. These instruments could complement national fiscal stabilizers in countries affected by a major economic shock, thus avoiding an excessive adjustment of national budgets and related social costs. France and Spain pledge to work on joint proposals with their partners to develop these instruments.

Both countries believe that a complete, prosperous and stable euro area will eventually require a common budget, borrowing capacity, strengthened political leadership and genuine democratic accountability.

In December, European leaders will have to seize the opportunity to decide on a comprehensive set of measures, constituting a major step towards completing the architecture of the euro area. The strengthening of EMU can not wait. Responsibility and solidarity should not be opposed, but seen as going hand in hand. National reforms, common rules and the new common instruments thus described are complementary and all essential for strengthening the euro area. Common European instruments are therefore needed to complement national policies and provide the euro area with the capacity to stabilize its economy in the face of shocks. France and Spain also support the development of the social dimension of EMU, building on the European pillar of social rights. A stable economic and monetary union, which fully meets citizens' expectations, requires stronger economic convergence and upward social convergence. Thus, it is necessary to set up a real social dimension, guided by clear objectives of consolidation of the welfare state, high activity rate with quality jobs, and social justice with a real equality of opportunity. As planned, Service-public.fr organized on June 5, 2018 a meeting between teams and users of the site. This day of convivial and constructive exchanges made it possible to gather opinions and proposals aiming at making evolve the site closer to the expectations of the users and to develop new innovative services, useful and adapted to the new needs.

This day was conducted around interviews with users with different profiles:

young adults (18 to 34 years old); middle-aged adults (between 34 and 65 years old); seniors (over 65 years old).

From the notes taken during these interviews, the teams gathered, compared, grouped and synthesized all the answers provided by the users in order to identify practices and needs based on the profiles of the persona.

The goal in the coming weeks is to define new avenues of work, to refine and prioritize the actions to be conducted. Some expectations have already emerged quite clearly: improving the "end-to-end" path of online procedures (including monitoring), offering personalized assistance in the event of difficulties or atypical situations (administrative staff assistant), and making better use of new features ( new online services, innovations …), humanize the user / administration relationship, develop visual and audio aids (tutorials in particular …).

Ladies and gentlemen,

I am very pleased to have received in Paris today the President of the Republic of Serbia. Dear Aleksandar, know that you are always welcome here. We had a long face-to-face exchange and a friendly working lunch to discuss a lot of topics I'm going to come back to. You arrived by congratulating me for the victory of the French team at the World Cup and I wanted to congratulate you for my part for the victory of Novak DJOKOVIC who won his fourth title at Wimbledon on Sunday.

But beyond sport, our meeting today took place at a very special moment in the relationship between our two countries. Indeed, 2018 is the year of the centenary of the end of the First World War and it brings us first of all to plunge back into this history that we share, this history that brought France and Serbia to fight together, in allies, and to behave since and always an immense respect. This story of an abominable war too, during which the Serbian people demonstrated extraordinary bravery, while Serbia lost more than a quarter of its population.

We sometimes forget how close we were in these trials. In 1915, France evacuated the Serbian army to the island of Corfu. It is our country that has re-equipped and trained the new Serbian army which, together with the soldiers of France, liberated Serbia in the autumn of 1918 and you gave me a moment ago a gift of moving documents between a President and a King who preceded us, and whose reciprocal histories oblige us.

Even today, our soldiers are side by side in foreign operations, I think in particular, in Mali, in the European Mission EUTM Mali, in the Central African Republic in the Minusca and EUTM RCA, and in Lebanon in the framework of the Finul – and this is what we have recalled here too in our interviews. And I take this opportunity to thank Serbia for its important contribution to the security of Europe, Africa and the Middle East.

We will have the opportunity to remember all these founding moments of the European aspiration for peace in Paris, on November 11th, and I thank you for having accepted the invitation that I had made you to come to participate in this Forum on Peace on November 11th. This will not lead me to delay the pleasure I will have in responding to your invitation to come to Serbia, you will come back to it in a few moments. We have also mentioned it and I wish to be able to honor this commitment that I made and this invitation that you gave me.

We did not just talk about these military commitments and that common past, but also about the bilateral and regional situation. In terms of the regional situation, Serbia is engaged in negotiations for membership of the European Union. There are criteria to be fulfilled, progress to be made and I hope that France can accompany your country on this path and help solve the most sensitive issues, we have also mentioned.

I welcome our excellent cooperation in the field of security against terrorism, organized crime and irregular immigration. Serbia has shown that it is a reliable partner in this area and it is clear to those who doubt it here that European co-operation with the whole Balkan region is essential to ensure our common security.

We share, on all these topics that are both bilateral and regional, the same will, the stability of the whole region, the sovereignty of each and the capacity offered to each country in the region to not give in to any foreign influence or any disturbance and for me, also the stability of the European project which supposes a stable Balkan region; and Serbia plays a particularly important role.

We also mentioned the development of our bilateral relations and the growing interest of French companies in Serbia. Our trade has doubled in the last ten years. The past few months have seen tremendous improvements with the decisions I have made, in terms of infrastructure, transport, energy and sustainable development, and I hope we can continue on this path together.

In conclusion, ladies and gentlemen, I would once again like to confirm to President VUCIC my wish to pay a visit to Serbia this year as I was committed to, and I wish to thank him for our fruitful exchanges and assure him of a new both feelings of deep friendship that France has for her country.
