FINANCE ACT FOR 2019

The Minister of Economy and Finance and the Minister of Action and Public Accounts presented the draft budget law for 2019.

This 2019 budget is that of the commitments made with regard to the recovery of the public accounts, with a public deficit of 1.9% in 2019 – which reaches 2.8% due to the transformation of 20 billion euros of tax credit competitiveness and employment (CICE), with a drop in social security contributions – and a stable change in public spending in 2018, which has been brought under control at 0.6% in volume terms in 2019 – compared to 1.4% in 2017. The Government thus respects the course fixed by the President of the Republic and voted by the Parliament in the law n ° 2018-32 of January 22, 2018 public finance programming for the years 2018 to 2022: reduce, by 2022, the debt of five points gross domestic product (GDP), public expenditure by three points and one-point tax.

This 2019 budget affirms the clear choices of the Government:

1. Lower compulsory levies for all French people. More than 6 billion euros will be returned to households next year, including the elimination of the second installment of the housing tax for 80% of taxpayers, the full effect of the reduction of unemployment and sickness contributions and the Exemption from overtime of social security contributions from September 2019.

2. Promote the work and enhance the attractiveness of our businesses. In 2019, 2.5 billion euros will be invested in skills to deal in depth with the causes of unemployment. The work will be upgraded by the increase of the activity bonus of 20 euros at the SMIC level. Companies will benefit from the transformation of the CICE into permanent reductions in charges, the further reduction of corporate tax, and a simplified tax system by eliminating some 20 small taxes.

3. Protect the French. This is to protect them socially: for the most modest, the minimum old age and the allowance adults with disabilities will again be strongly upgraded, and the measures announced by the President of the Republic as part of the strategy of prevention and fight against poverty will be financed. It also consists of physically protecting them: the resources allocated to the ministries of the armed forces, justice and the interior will be strongly reinforced.

4. Prepare the future. A major budgetary effort will be made on education, research, ecological transition and through the Government's Major Investment Plan. The profound transformation of public action will accelerate in 2019 with the reform of public broadcasting, a new public employment service and the strategic reorganization of state services and its operators abroad. The "Public Action 2022" program will make it possible to implement the commitment to reduce 50,000 jobs in the state by 2022 while improving the quality of public service rendered to users and the working conditions of public employees.

This 2019 budget confirms the change of method initiated at the beginning of the five-year period by the Government. He favors the sincerity of the financial programming of the State, embodied by the refusal of any advance decree and the integration by the national accountant of the debt of SNCF Réseau in its accounts. It chooses confidence vis-à-vis local authorities in the context of financial contracting sealed around a goal of controlling local public expenditure. It commits the European convergence of French taxation and in particular the corporate tax. It is the consistency of this method that will help build the credibility of our country and consolidate its sovereignty.

CIVIL SECURITY

The Minister of State, Minister of the Interior, presented a communication on civil security.

The civil security system has made it possible to respond to and cope with a very important operational activity since the beginning of the year, whether in metropolitan France or overseas. Today, this system is evolving and adapting, in the areas of digital modernization, citizen engagement and volunteering, training in first aid, as well as European cooperation.

Due to favorable weather conditions, the campaign against forest fires was much less intense than in 2017 and enabled France to provide assistance to Sweden, faced with exceptional forest fires. putting at the disposal of this country important means of fight, air and terrestrial.

Civil security has also ensured the monitoring of many meteorological phenomena, in mainland France and overseas.

In this sense, after the exceptional 2017 hurricane season, the Government has anticipated the 2018 season, which will end in late November in the Atlantic Basin.

Several missions of support of the civil security relayed with the prefects of the zone Antilles, to at the same time provide support to the planning against the cyclones and to facilitate the organization of the operations of collection of Sargassum algae. These missions are continuing.

Due to the multiplication of large-scale natural events during the first half of 2018, in metropolitan France as well as overseas, the Government met on numerous occasions with the Interministerial Commission for the Recognition of the State of Natural Disaster, seized of 6,580 municipal requests (volume up 143%) and made sure to provide quick responses to our fellow victims of disasters, including the deployment of the ICatNat application that allows immediate transmission of records.

The ambition to improve the operational response in the interest of the citizen is also reflected in the development of a call management and operational management information system common to all departmental fire and rescue services. , NexSIS 18/112. It will come to fruition in 2020 with the implementation of an interoperable and shared solution. With regard to the issue of the single number of emergency appeals, a decision will be taken on this subject by the end of the year, on the basis of joint proposals by the Ministers of the Interior and Solidarity and the health.

To face these events together, and one year after the Sorbonne's speech, the goal of a European civil protection force is at hand and will be a new example of a Europe that protects. Negotiations aimed at developing intervention capabilities and facilitating the use of resources are being finalized in the European Parliament.

Finally, for our society to be ever more resilient, the goal of training 80% of the population in first aid is achieved through the mobilization of public actors and the invitation of the business community and the general public to develop the learning these basic gestures.

All energies are also mobilized for the development of volunteer firefighters whose civic commitment has remained at the heart of the mission's work launched in late 2017.

An ambitious and pragmatic action plan will be presented at the end of the week at the national firefighters conference. It is based on the desire to create vocations, to diversify the commitments of volunteer firefighters and to perpetuate the French model of volunteering, which is the backbone of our civil security.

EUROPE

The Minister for Europe and Foreign Affairs, in charge of European Affairs, presented a paper on Europe.

The President of the Republic presented at the Sorbonne on September 26, 2017 a project of European refoundation for the coming years. Over the past year, these proposals have made major progress in all the essential areas of European sovereignty – security and defense, migration, development, digital, ecological transition, strengthening of the euro zone.

Of the 49 measures proposed by the President of the Republic at the Sorbonne, a majority began to find a concrete translation.

Significant progress has already been made for Europe to better protect its citizens. This is particularly the case in the field of defense, with the radically new tools of permanent structured cooperation, the European defense fund or the European intervention initiative. Key security proposals, for example to make the one-hour withdrawal of anti-money-laundering messages mandatory and to combat money laundering, are now being taken up by the European Union and will be completed in the coming months. On the commercial front, Europe has acquired, as the Government wanted, new defense mechanisms and has reacted in a united and determined way to the imposition of US taxes on aluminum and steel. Discussions on the control of foreign investment in strategic sectors are progressing rapidly.

Europe now has an increased social and environmental ambition. This is the meaning of the revision of the directive on the posting of workers that France wants to effectively contribute to the fight against social dumping, or the resolute action of the Union to respect the Paris Agreement in the climate domain. Europe is changing its focus on glyphosate and neonicotinoids and is finally becoming more demanding; it is reforming its health assessment framework to make it more independent and transparent.

Even on topics where European unity is more difficult, our ideas are progressing. In June, under the leadership of the President of the Republic, the European Council set out a comprehensive framework for an effective and humane European migration policy that is being implemented. In economic matters, the agreement between France and Germany on the creation of a euro area budget, the finalization of the banking union or the harmonization of the tax base on companies, opens the historic progress with all the Member States concerned.

In many other fields, the Union is working to acquire the new tools we have proposed: European universities where tomorrow will be formed together students with common curricula, ambitious exchange programs for apprentices, a common force civil protection, or a European agency for disruptive innovation, the foundations of which will be laid in 2019.

The political debate is launched on how to reconcile a Union built on a robust base of values, ensuring the smooth functioning of the single market, and at the same time more differentiated, in order to allow the Member States that want to carry out more ambitious projects of power. do it without being blocked by those who do not wish to advance.

But there is still a lot more to do.

Europe is able to act by upholding its values ​​and its model. This was demonstrated by the European Parliament on 12th September, condemning the risk of violations of the rule of law in Hungary and expressing ourselves as we wished to protect copyright in the digital world.

It is in this spirit that the Government will continue, with determination, its work of conviction for a full implementation of the agenda of the Sorbonne.

It will do so by involving the citizens because Europe can not be built under the protection of peoples. This is the meaning of the citizen consultations on Europe proposed by France and implemented throughout the European Union, allowing all citizens to express, for the first time, at the same time and in detail what they think and what they expect from Europe. In France, more than 800 consultations are already organized.

This vision of a sovereign, united and democratic Europe must guide the European Union in the important negotiations under way, whether in the short term the UK withdrawal agreement from the Union, the full implementation of the June European Council conclusions on migration or the determination of European budgetary priorities for the years 2021 – 2027.

This European commitment is the future of our country and our best chance to succeed in a shaken world order. Without a strong Europe, there can be no strong France. It is a fight every day that the President of the Republic and the Government will continue to wear tirelessly.

 

INDIVIDUAL ORDER MEASURE

The Council of Ministers adopted the following individual measures:

On the proposal of the Prime Minister:

– Ms Nathalie Casas, Senior Advisor to the Court of Auditors, is appointed titular member of the Court of budgetary and financial discipline;

– Mr Gilles MILLER, Senior Advisor to the Court of Auditors, is appointed substitute member of the Court of budgetary and financial discipline;

– Major-General Richard ANDRE, is appointed advisor to the Government for Defense and raised to the rank and designation of Lieutenant General, as of 1 October 2018;

– Rear-Admiral Philippe DUTRIEUX, is appointed Commander of the Channel and North Sea maritime area, Commander of the North Sea-Manche Maritime District and Sea Commissioner of the English Channel and North Sea, as from September 28, 2018.

In addition, various individual measures concerning general officers of the Army, the Navy and the National Gendarmerie have been adopted.

On the proposal of the Minister of State, Minister of the Interior:

– Mr. Joel MATHURIN, prefect of Nièvre, is appointed prefect of Doubs.
