On 8 march 2018, France and Québec have adopted a roadmap on growth, innovation, digital technology and artificial intelligence, providing a reinforcement of the france-québec cooperation in these areas.Through this initiative, the president of the French Republic Emmanuel Macron, and the prime minister of Quebec, Philippe Couillard say they and in particular their will to promote cooperation in mutually beneficial between the French players and quebec in order to meet the challenges associated with the development of artificial intelligence and the extent of ongoing transformations.

In this regard, the president and the prime minister is looking forward agreements and partnerships recently :

– Partnerships, on the one hand, between the Institute Convergence DATAIA in Paris-Saclay and Institute of valuation data (IVADO) and, on the other hand, between the Institute PRAIRIE to Paris, and the Institut québécois artificial intelligence (MILA), designed to advance particular knowledge in the field of artificial intelligence responsible

– A partnership between the IRT Saint-Exupéry, the Consortium for research and innovation in aerospace in Quebec (CRIAQ) and the Institute of valuation data (IVADO).

The president and the prime minister announce, in addition, the establishment of a joint working group on science and open data as an extension of their support for the initiatives adopted in the framework of the open government Partnership (OGP), announced last march. These initiatives reflect the importance attached by France and Québec on the question of artificial intelligence, to anticipate its impacts and the coordination of responses by governments through common international standards, in particular on ethical issues.

In this framework, the president and the prime minister acknowledge that it is necessary to bring together expertise, promote the development of a collegial world of artificial intelligence and to assess in a systematic way and without bias the information of ethical, scientific, technical and socio-economic essential for the harmonious development of the technology. Therefore, on the occasion of the 32nd annual conference on Neural Information Processing Systems (NIPS), which will be held in

Montreal in December 2018, France and Quebec will be acting together on an approach, especially French-speaking, of these issues. In the field of artificial intelligence, as in many other areas, the relationship is direct, strategic, and privileged between France and Quebec enables them to affirm their common values of ethics, good governance, and the pursuit of public good.
