Need a tax stamp? Buy it online!

Passport application, renewal of a national identity card in the event of loss or theft, request for a boat license or obtaining a residence permit … Do you know that the site timbres.impots.gouv.fr allows you to buy online the tax stamp necessary to carry out some of your administrative procedures?

What is an electronic stamp?

Like a paper tax stamp (which can still be bought at public finance centers or authorized tobacconists), the electronic tax stamp is used to pay fees for certain administrative formalities. It is obtained on the internet.

To know :

Launched in March 2015, the site timbres.impots.gouv.fr has already allowed more than 3 million people to access this procedure.

How it works ?

A few clicks on the site timbres.impots.gouv.fr from a computer, a tablet or a smartphone are enough to buy an electronic stamp. The site clearly explains how to proceed with the purchase of the stamp, how to ask for a refund and allows you to access a "Frequently Asked Questions".

After the secure online payment, by credit card (blue card and e-credit card, visa and mastercard bank cards), the site delivers the electronic stamp references in the form of a flashcode or a number to 16 digits, downloadable in PDF format or which can be received by email or SMS, which must be communicated in support of the file.

To note :

You do not need a printer: the paperless print of the electronic stamp is not necessary since, when filing your application for a passport (or other), you just need to present, directly from your smartphone or your tablet, the flashcode or the number of your electronic tax stamp.

#EGalim clôture : une réflexion partagée pour la construction de solutions nouvelles

MIL OSI Translation. Government of the Republic of France statements from English to French –

Launched five months ago, the Etats Généraux de l'Alimentation allowed all stakeholders to work together. The 21st of December marked the time of the restitutions and the adoption of the main orientations. The Prime Minister has defined three axes to reform the French agricultural model.

France is a big agricultural country. It is one of the few nations able to ensure food self-sufficiency with 90% of the food consumed produced in its territories. European leader in agriculture, fisheries and agribusiness, it has the largest agricultural area in Europe and ranks first in agricultural production.

EGalim: key figures

However, the French agricultural model is no longer satisfactory. the issues are complex: how to avoid over and / or under production? How to guarantee producer prices? How to deal with price volatility, especially lower prices? How to feed low cost with quality products without health and environmental risks? … So many questions that have arisen the actors of the States General Food during their 5 months of work.

The summary of the Etats Généraux de l'Alimentation: see the 2018-2022 roadmap

A bill for three challenges

In his closing speech, Prime Minister Édouard Philippe announced the tabling of a bill in early 2018 to initiate this major reform. The goal is threefold:

1. Develop value creation in French industries and allow a fair remuneration of its actors, especially producers, a large part of which can not cover the costs of production. Thus, sector plans set targets for the development of contracting on these new bases, to achieve a more equitable distribution of value for the benefit of farmers.

The bill will better regulate commercial relations, contracting rules and the legal environment of companies. To combat the decline in producers' incomes, the bill will contain measures in their favor, such as:

le relèvement du seuil de revente à perte de 10 % pour prendre en compte les coûts logistiques et de transports.
l’encadrement des promotions qui ne pourront porter au maximum que sur un tiers (34%) de la valeur des produits, 25 %  du volume vendu par an.

> See all the measures on the website of the Ministry of Agriculture

[to] the States General, it is the shared finding that the price war in the large retailers destroys the value. For farmers, agribusiness SMEs. [But] also for commerce, distribution and consumers, deprived of the development of new products and innovation. The creation and distribution of value go hand in hand.

Édouard Philippe

Prime Minister

2. Develop plans for agricultural value chains

To accompany the transformation of production models, "die plans" are placed. Each sector will have to make efforts, on the margins, the prices, on the collective organization …. The device must make it possible to arrive at internal restructurings to the inter-professional organizations, objectives of rise in range on the bio, on the signs quality, environmental and societal goals, agricultural research programs, investment targeting, etc.

New value chain contracts will focus on a better distribution of value, bio, quality, animal welfare. All these topics are at the heart of consumer expectations.

> See all the measures on the website of the Ministry of Agriculture

Several sectors propose to reorganize themselves following the Etats Généraux to bring together all the economic operators in the inter-professions. […] They make the commitment to develop contracting, producer organizations and new indicators to better take into account the costs of agricultural production.

Édouard Philippe

Prime Minister

3. Respond to new consumer expectations

Today's consumers are increasingly turning to products that guarantee healthy and even ecological food. Increasingly demanding on the origin and quality of products, they are concerned with clear information on the composition of food.

Among the measures decided:

Improved consumer information at the time of purchase with complete but simple digital labeling. Awareness of food waste through effective communication, but also through the extension of the distribution policy to needy audiences.

In terms of organic production, the Prime Minister said that:

New Caledonia: a trip to continue the dialogue and prepare for the 2018 consultation

MIL OSI Translation. Government of the Republic of France statements from English to French –

One month after the 16th committee of the signatories of the Nouméa Agreement, which resulted in an important political agreement between the partners concerning the electoral rolls of the future consultation, the Prime Minister Édouard Philippe will carry out from December 2nd to 6th his first traveling to New Caledonia.

THE context of displacement

With the referendum of self-determination, the State honors its word by allowing the Caledonian citizens to decide next year the nature of the link of their territory with France. This is the historic engagement of the State, it is also the commitment of the New Caledonian political forces who signed the Nouméa Agreement in 1998. The objective of the trip of Édouard Philippe is to continue the dialogue initiated since last May with the political forces, and in particular to take stock of the work that has been undertaken, since the Committee of Signatories of 2 November, to prepare the consultation. The Government's priority is that the consultation takes place under indisputable and transparent conditions. But it is also about preparing, already, the post-consultation. The challenge is to build an environment that allows us to continue to build a common future, based on the achievements of the last thirty years.

The big dates of New Caledonia

New Caledonia: an archipelago of the South Pacific

Located 19,000 km from the metropolis and 2,000 km from Australia, New Caledonia is with Polynesia and the Wallis and Futuna Islands, one of the three French territories located in the South Pacific. This archipelago with an area of 19 000 km² is composed of a main island, the Grande Terre, the Loyalty Islands – Maré, Ouvéa, Lifou and Tiga – to the east, the Isle of Pines to the south, islands Belep to the north and a multitude of uninhabited islands and islets. Its eclectic population of 250,000 is made up of Kanaks, Europeans, Polynesians, Indonesians and Vietnamese.

Headline: Disaster relief abroad: Federal Council wants to provide quick and uncomplicated help

If the Swiss army can provide assistance in the event of a catastrophe abroad, in the future the head of the VBS is to approve smaller, urgent operations of the army himself at the request of the DFA itself. The Gesamtbundesrat only needs to approve larger or politically sensitive missions. This will help Switzerland more quickly. This was decided by the Federal Council at its meeting of 28 September 2018.

Havana – Conventual Franciscan friars were the first new religious community to enter Cuba since 1959, that is, since the beginning of the Revolution. In addition to Matanzas, the friars have been present in Havana since 2009. They are at the service of the Church, adapting to local needs: the main field has been pastoral service, also because it remains very difficult to engage in other sectors.

Press release – Death of Kofi Annan

MIL OSI Translation. Government of the Republic of France statements from English to French – Published August 18, 2018

Section: Equality and Human Rights, International, Development and Francophonie

It was with great emotion and sadness that I learned of Kofi Annan's disappearance that night.

Nobel Peace Prize winner in 2001, a prominent figure in Ghana, he had played the United Nations Organization as Secretary-General with force and vision for almost a decade, from 1997 to 2006.

An indefatigable and ardent supporter of dialogue, peace and multilateralism, he has continued in recent years to fight for justice, peace and development in every corner of the globe, through his activities in the world organization. Against Torture, among the Committee of Sages created by Nelson Mandela, for UN missions in Burma, Syria or Ethiopia. Very committed to the Alliance for the Green Revolution in Africa, he had created his own foundation in 2007 to continue his longstanding struggles.

I had the chance to meet him several times. I will never forget, behind his courtesy and the quiet wisdom of his words, the firmness of his ideas nor the power of his conviction.

To his wife, his three children, his family, all those who loved him, all over the world, to all United Nations personnel, France conveys his saddened thoughts and fraternal homage.
