"The security map has changed increasingly in recent years. Terrorism, but also migration are big challenges of our time. The attacks in Brussels and Paris, but also in Berlin, make it clear that we can also be affected by terror in Europe. Potential threats to our security must be consistently countered. Internal and external security urgently need to be more closely interconnected in order to provide the greatest possible protection for our citizens. It is necessary that the Bundeswehr can help when the police reach their limits. We must be prepared to invest the necessary funds, that is to say, to raise considerably more money for our security. Exercises like the GETEX 2017 point in the right direction. We must continue and intensify this path. The new development of a "strategy of the reserve" was initiated with the conception of the Bundeswehr. The Bundeswehr reservists play a key role when it comes to the core task of national and alliance defense. We must make better use of this potential in order to make an important contribution to the security of our country. In the long term, we must review and realign our security structure. After 60 years, it is time to adapt it to the changed security situation. These include all areas of networked security, notably armed forces, intelligence, police, diplomacy, development cooperation and business. Security needs value retention – therefore, in addition to a commitment to the resilience of our democracy, we need a broad social discourse about what we are prepared to do for our security. Safety should not be taken for granted. It is the guarantee of freedom that is worth fighting for. Safety is the essential basis for the quality of life of people in Germany. The protection of our citizens must again be put in the foreground. "
