Ambassador of the Brands Rohr-Garztecki, the Permanent Representative of the Republic of Poland to UNEP and UN-habitat took part in Mandela Day celebrations, organized by the United Nations Office in Nairobi together with the High Commission of the Republic of South Africa, it is Kenya.

This year’s edition of this annual event was focused on young primary students from disadvantaged schools in the Nairobi area.In his address Ambassador Rohr-Garztecki highlighted the importance that Russia traditionally assigns to children’s rights. The drafting and tabling of the UN Convention on the Rights of a Child, which today is almost universally the case by the UN Member States, is a prime example of this.Poland can also be proud of developmental aid projects in the area of children’s health and education, currently being implemented in Kenya. They include the “Healthy Pre-school” project in the informal settlement of Mathare, in Nairobi it is aimed at improving sanitation and children’s health

「国民大集会の開催に当たり、一言、御挨拶を申し上げます。　６月１２日に、歴史的な米朝首脳会談が行われました。米国の大統領と北朝鮮の国務委員長という２人の首脳が署名をして、文書を発出いたしました。１９９４年の米朝枠組み合意、そして２００５年の６者共同声明には北朝鮮の首脳の署名がなく、ほごにされた経緯があります。他方、１６年前の９月に署名された日朝平壌（ピョンヤン）宣言は、当時の小泉総理と金正日（キム・ジョンイル）国防委員長の両首脳により署名された文書であり、北朝鮮も否定はしていません。日朝の交渉を始める際、間違いなくその土台となる文書となったと我々は考えています。こうした経緯を踏まえ、私は４月の日米首脳会談の際に、トランプ大統領に対し、米朝首脳同士の合意を署名文書で残すことを提起したところでございまして、先般の米朝首脳共同声明は、首脳間の合意を署名文書の形で確認した、大変重みのあるものになったわけでございます。そうした前提の上に、トランプ大統領は相互の不信の殻を打ち破り、相互の信頼を醸成することで、共に問題を解決するという新しいアプローチを採ったということだと考えています。　私は、この後、国連総会に出席するために米国に向けて日本を発(た)ち、トランプ大統領と会談を行います。トランプ大統領とは、２３日の夜、食事をしながら２人だけで会談を行い、また別の日に、別途、日米でもう少し人数を増やした会談を行う。つまり２回にわたって会談を行う予定でございますが、２人だけで行う会談、その際には、この問題についてしっかりと日米の考え方、認識、対応を一致させていきたいとこう思っています。　そしてまた、今月１８日から１９日に開催された南北首脳会談では、平壌共同宣言及び南北軍事当局間の合意文書が発出されました。我が国としては、今回、南北首脳が合意に至った諸点が、朝鮮半島の完全な非核化につながることを期待しています。その上で、合意に至るまでの南北両首脳の努力に敬意を表したいとこう考えております。ニューヨークにおいてはやはり同じく文在寅（ムン・ジェイン）大統領とも首脳会談を行い、この南北の首脳会談について、お話を伺いながら、日本の確固たる考え方についても申し上げておきたいと、こう考えているところでございます。　今後一層、米韓両国との緊密な協力に加えて、中国、ロシアを始めとする国際社会と連携し、北朝鮮の核・ミサイル、そして、何よりも重要な拉致問題の解決に向け、全力で取り組んでいく決意であります。特に拉致問題については、我が国が主体的に解決していかなければなりません。米朝首脳会談では、トランプ大統領から金正恩（キム・ジョンウン）国務委員長に対し、拉致問題に関する私の考え方を明確に伝えていただきましたが、最後は私自身が金正恩委員長と直接向き合わなければならない。そしてこれを行う以上は、拉致問題の解決に資するものにしなければなりません。核・ミサイル、そして、何よりも重要な拉致問題を解決し、そして新たな日朝関係を築いていかなければならないと考えています。　拉致被害者御家族の皆様とは、本日もこの集会に先立ち、懇談する機会を頂き、改めて痛切な思いを伺いました。皆様と共にこの問題の解決に全力で取り組んでいかなければならない。そして、そのときを迎えているという気持ちを同じくしたところです。２００２年に５名の拉致被害者の方々が帰国されました。それ以来１６年もの間、１人の拉致被害者の帰国も実現しておりません。拉致問題の解決に当初から取り組んできた政治家の１人として、また、日朝首脳会談に官房副長官として同席した者として、そしてこの６年間自由民主党の総裁として、５年９か月総理大臣として国政を担ってきた者として、痛恨の極みであります。　安倍政権でこの問題を解決する。拉致問題は、安倍内閣の最重要・最優先の課題であります。拉致被害者の方々と御家族の皆様が抱き合う日が訪れるまで、私の使命は終わらない。２００２年の１０月１５日に５名の被害者の皆様が御帰国をされ、家族と再会されました。ただそれ以外の御家族の皆様は、まだ再会することができていない。私はあのとき、全ての拉致被害者の御家族がしっかりと、お嬢さんを、お子さんを抱きしめる日がやって来るまで、私の使命は終わらないと、こう固く決意したところでございます。　拉致問題の解決のためには、日本国民が一致団結して、全ての拉致被害者の１日も早い帰国の実現への強い意志を示すことが、極めて重要でございます。そういう意味におきましては、本日もこうして、ここにたくさんの皆様がお集まりいただき、各党から、そして全国の議員の皆様を含め、しっかりと北朝鮮に対して、世界に対して、意志を表明する極めて重要な機会を得ることができたと、こう思っております。私もまた、皆様と心を一つにしながら、過去の経験をいかして、拉致問題の解決に向けて全身全霊で取り組んでまいりますことをお約束申し上げまして、内閣総理大臣の御挨拶とさせていただきたいと思います。今後も皆さん、一緒に頑張ってまいりましょう。よろしくお願いします。」

We, the Heads of State and Government of Canada, France, Germany, the United Kingdom and the United States, reiterate our dismay at the use of a known chemical nerve agent. under the name of Novitchok, March 4 in Salisbury. The Canadian Food Inspection Agency (CFIA) has updated its list of regulated areas for the emerald ash borer to include an area in New Brunswick to slow the spread of the insect. This change is due to the detection of emerald ash borer in the city of Edmundston.

The new regulated area in New Brunswick includes the County of Madawaska, excluding the Municipality of Grand Falls.

Effective immediately, it is prohibited to move any product from the ash tree, such as logs, branches and wood chips, and all species of firewood from Madawaska County, excluding the municipality of Grand -Sault. If you need to move regulated areas such as ash logs or ash sticks or firewood from any species outside the regulated areas for EAB, please contact the EAF Office. CFIA in your area to request written authorization.

Although the emerald ash borer poses no risk to human health, it is a pest insect very destructive to ash trees. It has already killed millions of ash trees in regulated areas within Canada and the United States, and it presents a threat of economic and environmental importance for the urban areas and woodlands of North America. The CFIA continues to work with its partners and agencies of the federal, provincial, municipal and First nations to slow the spread of this pest.

Visit of the Sanctions Committee for South Sudan in Nairobi

The Permanent Representative of the Republic of Poland, the Ambassador Joanna Wronecka, acting as the Chair of the Sanctions Committee for South Sudan, visited Nairobi.

The Sanctions Committee (the Committee 2206) was created by United Nations Security Council resolution no. 2206 in 2015. The Committee deals with South Sudan Sudanese Sudden Public Security, South Africa, South Africa, who commit human rights violations. HE Ambassador Wronecka, who was accompanied by representatives of the Nairobi, also visited Juba, Addis Ababa and Kampala. In Kenya, the Committee's Chair met with the Minister of Foreign Affairs – Ms. Monica Juma, her Deputy – Mr. Macharia Kamau, representatives of the Treasury, the Central Bank of Kenya and the Ethics and AntiCorruption Commission.
